Professional Experience

2000-2005
Chair - Master of Distance Education - Graduate School of Management and Technology, University of Maryland University College. Responsible for the design, development and delivery of a Master of Distance Education degree program designed to train the future managers of the distance education enterprise in the business, government, non-profit and education sectors. This program is a collaborative program with Oldenburg University in Germany and consists of a world-wide faculty along with a world reknown cadre of guest experts. Associate Dean - Graduate Studies, Graduate School of Management and Technology, University of Maryland University College. Responsibl;e for the proposal and initial development of a new graduate program in distance education.
 
1994-1999
Associate Vice President, Office of Instructional Development, University of Maryland University College. Responsible for a unit of 50+ people which produces all of the distance education and World Wide Web based study materials for the University. This unit provides video production, instructional design, editing, desktop publishing and computer multimedia production. The Unit is also responsible for the University's Web Site, operates a complete video studio and operates a comprehensive cable station which feeds to two cable TV networks. The unit is directly responsible for the development of all undergraduate Web-based courses for the University's Virtual Campus, which currently exceeds 100 courses.

Executive Director, International University Consortium. The IUC is a consortium of 50+ universities world-wide who share in the development and use of distance education course materials. In addition, the IUC offers conferences and workshops in the area of distance education and technology.

Director, Institute for Distance Education. The IDE is responsible for the promotion and development of distance education within the University of Maryland System, which consists of 11 state university institutions.

 
1982-94
Associate Professor, Centre for Distance Education, Athabasca University, Athabasca, Alberta. A member of the graduate faculty of the Master's program in Distance Education. Develop and deliver graduate courses in distance education and instructional design, via various media, including computer mediated communications.

Instructional Psychologist/Instructional Designer. Managed course development teams and acted as an instructional design specialist at an open learning distance university. Courses were in the Liberal Arts, Science and Business Administration. Trained faculty (via workshops and individual consultation) on basic principles of instructional design. Acted as a consultant in and conducted research on instructional design. Wrote a variety of proposals for external contracts (most of which were successful), including work for a variety of government departments and other universities.

 
1990-91
Director of a project to develop a computer-mediated distance education delivery system, Athabasca University. Responsibilities included recruitment and hiring of personnel, management of budget, and participation as an instructional psychologist within the project team. The project consisted of extensive exploration in the areas of computer conferencing, electronic mail and file transfer, the evaluation of appropriate technology and hardware, exploration of pedagogical issues, and the development of system specifications.
 
1989-90
Acting Director, Centre for Distance Education, Athabasca University, Athabasca, Alberta, Canada. Managed a department devoted to research and development in open and distance learning systems. The Centre is responsible for all institutional analysis and research within the University as well as for exploration into more effective and efficient distance education design and delivery. In addition, the Centre actively participates in various external entrepreneurial activities. Responsibilities included providing unit leadership, budget management, policy development, and ISD consultation, as well as contributing to the overall management of the academic side of the University. The Centre managed a 1.5 million dollar project, Training for Improved Performance, designed to train trainers in business and industry in the application of Instructional Systems Design. Other activities included: writing a one million dollar proposal for the research and development of a computer-mediated distance education and training system, which was funded; Negotiating a grant from the Canadian International Development Agency to and implement a one month training program for Indian educators.
 
1989-1993
Editor, Research in Distance Education. initiated, and edited a journal in the field of distance education. Duties consisted of editorial activities, development of graphics and layout, communication with authors, and writing of editorials and various features. The journal reached over 2700 distance education professionals in over 40 countries throughout the international distance education community.
 
1974-77
Owned and operated Training Design Associates, an instructional design and development company in Ann Arbor, Michigan, which contracted with government and industry to develop self-instructional training materials. Wrote contract proposals, supervised 8 employees, managed work production and maintained financial records.
 
1974-77
Worked as a consultant to several industries including Ford Motor Company, Johns-Manville Corp., and Upjohn Pharmaceutical Co. on a variety of training and performance problems and instructional design.
 
1973-74
Contract consultant for the Division of Management Education, University of Michigan. Full time consultant to the Illinois Employment Security Commission. Acted as an instructional designer on a course development team which created a self-instructional training course for unemployment claim clerks.
 
1972-74
Director of the Performance Analysis Workshop for Praxis Corporation, Morristown, New Jersey. Held regionally across the U.S.A. and in-house for several industrial organizations. Taught participants to analyze performance problems within operating organizations and to develop effective systematic solutions to those problems.

Member of a Performance Audit team of Praxis Corporation which performed a comprehensive systems analysis of station operations for a major airline and a similar analysis of a major supermarket chain.

 

1972-73
Director of an instructional design and development project/contract for the Division of Management Education, University of Michigan. Project's purpose was to develop a comprehensive set of self-paced, self-instructional training materials for the Michigan Employment Security Commission. Wrote the initial contract proposal, managed project staff and budget, and supervised production of materials.

Conducted workshops and lectures in instructional design and with the staff on the design of instructional systems at C.S.A.T.A., Institute of Physics, University of Bari, Bari, Italy.

Instructor: Program Learning Workshop held at the Center for Programmed Learning for Business, University of Michigan. Taught participants from education, business and industry how to analyze, design and write programmed instructional materials.

Member of the Advisory Board of the On-line Chronicle of Distance Education and Communication, published jointly by Nova University and University of Alaska Southeast.

Moderator and Guest Speaker of a three week computer conference on Research in Distance Education in the "Bangkok Conference", an international computer conference on Distance Education.

International Development Work

Participated in the organization and development of a month long workshop sponsored by Canadian International Development Agency in Instructional Design and Distance Education for various Indian Civil Service Teachers. 1988.

Obtained a CIDA/AUCC Micro-Grant to consult with the faculty of the Institute of Forestry in Nepal. Attended an international conference on curriculum development in Pokhara, Nepal and helped to plan further curriculum development at the Institute. 1990.

Consulted with the Institute of Forestry in Pokhara, Nepal. Helped the Institute's faculty and administration to revise their curriculum. Made several presentations government departments and ministries and helped to present the final revised curriculum to the Tribuvan University in Kathmandu. 1992.
